Ikelos_smg was from like season 10 or 11, it's season 15 now so there are 4-5 seasons worth of world drops that have a higher chance to drop than ikelos_smg. So it's a rare drop now, banshee or dares of eternity are your best bet. It’s a random world drop. Very annoying to get and even more annoying to farm.
Ikelos smg isnt in the prophecy loot pool. Ikelos HC and shotgun are the only two. Smg is a world drop. What you are talking about has nothing to do with sunsetting. It was not the result of sunsetting and the older weapons dropping less frequent still holds true today, hence why OP is having a hard time getting Ikelos smg.

As for feeding frenzy, I'm still testing it vs threatdetector but Ikelos smg needs FAR too many kills for FF so far. I'm highly recommended threat detector for a more immediately noticeable reload speed buff instead of needing 3-4 kills per perk proc to get comparable reload speed.
